Sub: Staffing Norms for new businesses i.e. Cellular Mobile Telephony Services (CMTS), Wireless in Local Loop (WiLL) and Internet Services.

1.      The laying down of staffing norms for new businesses like CMTS, WiLL and Internet Services has been engaging attention of BSNL Hqs. for meeting the challenges of the ambitious roll out plans as well as competitive nature of the market for these services.

  1. Approval of BSNL Board is hereby conveyed for adoption of the staffing norms for CMTS, WILL and Internet Services as indicated in Annexures I, II & III respectively, with immediate effect. Staffing norms on the subject issued earlier, if any, stand suspended.
  2. The philosophy in arriving at the staffing norms is zero based budgeting i.e.it is not linked with the current deployment of resources – rather it is in tune with business objective to be achieved. Thus, it includes positional as well as volume-oriented requirements in tune with good business practices.
  3. All the concerned CGMs are requested to immediately undertake a review exercise with reference to these norms. All the posts of Group ‘B’ level and below may be sanctioned by Head of Telecom Circles within  their delegated powers after due adjustments of posts earlier sanctioned on need/ adhoc basis.
  4. In respect of Group ‘A’ posts, consolidated proposals for additional posts, indicating adjustment of earlier sanctioned posts, may be forwarded to the Corporate Office for sanction by the competent authority.
  5. The functional responsibilities of various positions will be circulated separately.
