Our "Time Bound Promotion" formula should be designed such a way that all executives irrespective of wing (such as JTO, JAO etc) should be initially promoted by considering the Year of Recruitment. For eg: a JTO of 1982 Year of Rect. and a JAO of the same Year of Rect. should be placed in the same grade as on 1-10-2000. For this purpose the past service in DOT as executive (JTO,JAO) should be given weightage.

The lighter the webpages become in size, faster become the access time, because, most of our viewers use dial-up networking service which is inherently slow in nature compared to broadband services. This becomes evident while we compare the loading time requirement of sneachq.net and tesachq.org. While the former loads within seconds, the latter takes several minutes to load in our slow connections. Again in the days of explosion in the number of websites and while everyone is vying for a slice of advertisement revenue, how much money our website can expect with such a stricly limited viewership? Should we open this website for public entertainment to earn a few hundred rupees? So what is the use of sacrificing our privacy as well as efficiency and speed in the run for a few hundred bucks? Here I want to share my personal experience with webpages loaded with advertisements. I used to be a hotmail e-mail account holder. But loads of advertisement everytime costs me minutes even hour to reach my hotmail inbox. So, at last I discarded my hotmail account when I came to know about fastmail.fm which has a clean advertisement free interface making it one of the fastest e-mail client on earth. Our members who are also fed up of heavy e-mail clients may try www.fastmail.fm which even can retrieve e-mails from other e-mail accounts including hotmail.

As I see some of our comrades are always puzzled why some of us get more money despite having little skill or knowledge to do work. But dear comrades, if we combine some of our wisdoms and some physics then we will see ... Let us take two of the popular wisdoms: [1] Knowledge is Power (i.e.Knowledge = Power) [2] Time is Money (i.e.Time = Money) Now a little bit of Physics. We know that Power = Work/Time. Wisdom No.[1] makes it Knowledge=Work/Time Further Wisdom No.[2] makes it Knowledge = Work/Money. Thus Knowledge and Money are inversely proprtional to each other i.e. less the knowledge you have more the money you get!

Instead of reducing the retirement age our company shall introduce a VRS to reduce the staff . As I heard from others that many officials are going to get retired on super annuation in the coming 5 years and that will help the company a lot with respect to reducing cost of operation. The problem for the company is not from the staff but from the private operators, so each and every official of the company has to gear up and work for the company honestly without delaying in providing the service to the customers and to develop the attitude of pleasing the customers throgh good behaviour and the top class service. It is very sad that the governments try to help private operators indirectly and curb the growth of the public sector companies. Hence our top level officials and associations have to strive hard to bring back the glory of BSNL in order to increase the profits and as well as to safe guard all employees and their family members of the company. we have to nurture our company and especially the associations have to play a major role in safeguarding the our company as it is having a bleak future as there is a pressure from the governments and as well a sfrom the private operators. This is the time for our top level officers and all officials of the company to wake up to work smartly and to to perform the best in the industry by adapting a very good management skills, operational skills and customer support skills of international standard. so in this regard i request our honourable GS to play a major role in safeguarding our company through proactive interactions with the mangement always.

Com.Circle Secretary, lot of thanks for the fruitful outcome of your protest lodged before CGM, Assam Circle in respect of M/S RTL's proposal. We have sadly observed that no other union is bothering even on such type of suicidal attempt. I had a talk on this topic with one of the important office bearer of TESA, Bongaigaon Division but his reply was quite irresponsible. He expressed that they have nothing to do as it is the policy of Delhi and CGMT can not alter it. Any way, we the vigilant soldiers of our company, must try to understand these designs and hidden agenda behind to be aware of such probable problems in near future.

It is a very good attempt of CS,SNEA, Assam Circle to protest through letter dt.24/11/03 to stop the activities of the M/s RTL to save our BSNL as a whole. In this connection may we request CS,SNEA to give a deadline ( by giving a specific date, say Dec 10th )to reject the request of M/s RTL by CGMT,Assam circle so that the chapter will get closed as early as possible by announcing an agitational program. Moreover it will be helpful if consultation being made with a senior advocate for an alternative measure.

All officers MUST put their bio-data in the directory. It is really surprising that officers from other states have registered themselves in our site; we are not bothering at all. It should be a MUST. All concerned div. secy. should take initiative to collect the information. Moreover, as a field personal I feel that switch room ph. no. of all x-ges of Assam Circle should be published in the site. One last suggestion, provision should be made so that one can query the database by simply putting any portion of the name & by designation. (It will be provided :WM)

Mr Circle Secretary, the signing of the new pay scale is of course a great achievement ; however I want to celebrate it with reservation. For, sometimes I want to ask myself, whether really we deserve such a scale of the order of E2 ? We are  now executives…but are we really behaving like an executive ? I go to office at 12, come back at 2. I bother no authority,  take bribes (even 50 rupees) for giving a connection or for attending a fault. Otherwise I do not care any fault, for how long it may be .  I behave with the customers like ..(better not to say).  I have an interesting statistics. In Guwahati , the telephone service, as it is at present, can be run by only 35 % of the existing strength of the employee ! This 35% category, is of course, the highly skilled, intelligent who are devoted to work hard while  the remaining 65% is fit for nothing, worthless. Mr c/s, had you been at the top of the management of the company, or had it been your company, would you’ve paid such a big scale to the useless section of the employee ? Who rare not contributing at all to the profit of your company ?  Mr. c/s, government know it very well.. perhaps that is the reason, the govt. has been so reluctant to approve the scale? Paying this scale would simply mean a huge wastage of national money.  Sorry, I m not representing the management any way, rather , sometime I want to cross question myself bisecting my own stand. Com. c/s, I look into the sense behind the privatization ( or rather globalization) in a way that, the govt. has become fade up with the govt. structure in the sake of a secured service, we bother nobody…who cares if I do not work ? You are working hard, I m not, you are applying your skill to the full extent as a manager or engineer, from dawn to dusk., I can’t …I do not know how to…but we are  getting same salary. Is it fair, sir?

I also congratulation  A.K Jha for successfully hosting the Circle Conference. My heartful thanks to all those who had helped me in conducting the Open Session,particularly Rajib Barman, Achyut Haloi, H.K.Das, Prasenjit, N.J. Kakoty, Kadam A. Ahmed, Bidyut, Arijit and all others.

It is high time for us to unite together particularly in view of the open market policy of the government. Hope, Comrades and New Circle Body  would address the issues related to it seriously. There are views among the comrades that the BSNL is going to be bankrupt soon! Of course I am not so sure about its future, but convinced that the coming days are going to very tough (of course only the tough gets going!)
